App not working with vehicle

I have a 2013 Cadillac SRX Luxury. I downloaded myCadillac app onto iPhone X, and the app will not communicate with the vehicle. I have contacted OnStar about the issue, it was sent to their 3rd level of engineers, and I was told they couldn’t do anything. They have asked me to have a power cycle done on the device and followed by full unit reconfig: Not able to dial into vehicle via globalsim at the dealership. The dealership wants to charge me 159 a hour just to see if they find the problem. Not sure if there was anyone had the same issue? Also if I could do something my self to fix the issue? Thanks
